Prior to the Oct. 27 vote, Andrew Fletcher, former chair of the advisory team, acknowledged current economic uncertainty but said the approved plan could bring outside money.
“Making funding choices will be hard, but a beautiful plan will collect momentum and funding in ways that an empty gravel lot can never do,” Fletcher said.
